Our Services
Star World Holdings provides professional services across six business divisions. These Terms apply to all service engagements unless a separate written contract has been agreed between Star World Holdings and the client, in which case the terms of that contract shall prevail.
- Logistic & Transport: All container collection, freight transport, and delivery services are subject to the availability of our fleet, port access conditions, and prevailing customs regulations at Tibar Port, Dili. Star World Holdings is not responsible for delays caused by customs authorities, port congestion, weather, or force majeure events.
- Electrical Installation: All electrical works are carried out by certified professionals in compliance with EDTL standards and applicable electrical regulations in Timor-Leste. Clients are responsible for ensuring that the site is accessible, safe, and compliant with all local building and safety requirements before works commence.
- Construction (Tayang HSW, Lda.): Civil construction services are governed by individual project contracts. Tayang HSW, Lda. operates as a separately registered entity and its specific contractual terms will be set out in individual project agreements.
- Mining Exploration: All mineral exploration activities are conducted under licenses issued by the competent authority in Timor-Leste. Information on this Website regarding mining activities is indicative only and does not constitute a solicitation for investment.
- Shophouse (Ruko) Leasing: Commercial unit leasing is governed by individual lease agreements. These Terms apply to Website use only; all leasing obligations are governed by the signed lease contract between Star World Holdings and the tenant. See Section 8 for key leasing principles.
- Procurement & Supply: All procurement engagements are subject to written confirmation of scope, pricing, and delivery terms. Star World Holdings acts as procurement agent and is not responsible for defects in goods attributable to the original manufacturer or supplier unless otherwise agreed in writing.
- Clarita Boutique: All sales and exchanges are governed by the boutique’s in-store policies. Online enquiries submitted through social media or WhatsApp are subject to confirmation of availability before any commitment is made.
Quotes, Proposals & Service Agreements
All quotes and proposals issued by Star World Holdings are:
- Valid for 30 calendar days from the date of issue, unless otherwise specified in writing
- Subject to change if the scope of work, site conditions, or material costs change materially between the date of quotation and the date of engagement
- Not binding until formally accepted by the client in writing (including by email, WhatsApp message, or signed document) and confirmed by a Star World Holdings representative
No verbal commitment, general website inquiry, or informal conversation constitutes a confirmed service agreement. A service engagement is only confirmed when Star World Holdings has provided written confirmation and, where applicable, received the agreed deposit or upfront payment.
Payment Terms
Payment terms are specified in each individual service agreement or quote. In the absence of a specific written agreement, the following default terms apply:
- Logistics & Transport: Payment is due within the period specified on the invoice issued after completion of each delivery or at the end of an agreed billing cycle. Star World Holdings reserves the right to suspend services for accounts with outstanding overdue balances.
- Electrical Installation: A deposit may be required before works commence on larger installations. Final payment is due within 14 days of project completion and sign-off, unless otherwise agreed in the project contract.
- Construction: Payment milestones are set out in individual project contracts between Tayang HSW, Lda. and the client.
- Shophouse Leasing: A minimum of 3 months rental payment is required upfront at the time of signing the lease agreement. Ongoing rental payments are due as specified in the lease contract.
- Procurement & Supply: Payment terms are agreed per procurement engagement. A deposit may be required before sourcing and ordering begins, particularly for international procurement.
Late payments may incur interest charges at a rate consistent with applicable Timorese law. Star World Holdings reserves the right to suspend or terminate services for persistent non-payment, without prejudice to any other rights or remedies available.
Service Delivery & Performance
Star World Holdings is committed to delivering services professionally, on time, and to the standard described in each service agreement. However, the following conditions apply:
Force Majeure
Star World Holdings shall not be liable for failure or delay in performance caused by circumstances beyond its reasonable control, including but not limited to: acts of God, natural disasters, port closures, customs authority decisions, civil unrest, government actions, power failures, or other force majeure events. In such cases, Star World Holdings will notify the client promptly and make reasonable efforts to minimise disruption.
Client Responsibilities
Clients are responsible for:
- Providing accurate and complete information when placing a service request or completing a quote form
- Ensuring that delivery addresses, site access instructions, and contact details are correct and current
- For electrical and construction projects: ensuring site safety, proper permits, and access before works commence
- For logistics: ensuring customs documentation, gate passes, and duty payments are complete before container collection
Defect Liability
Star World Holdings provides a defect liability commitment on electrical installation and construction works as specified in individual project contracts. Clients must notify Star World Holdings of any identified defects within the defect liability period stated in the project agreement. Claims made outside this period will be assessed on a goodwill basis only.
Shophouse (Ruko) Leasing — Key Principles
The following principles apply to all commercial leasing arrangements with Star World Holdings and are provided here for transparency. All leasing is governed by a separately executed lease agreement, which takes precedence over these general Terms.
- Units are leased as empty shells. Star World Holdings hands over each unit clean, structurally complete, and ready for tenant fit-out. The tenant is responsible for all interior works, signage, and fit-out costs.
- Minimum 3 months upfront. A minimum of 3 months rental payment is required at the time of signing to secure the unit.
- Rental review cycle. Rental rates are subject to a structured increase of USD 100 per unit after every completed 3-year leasing cycle. This is communicated in advance and confirmed in the lease agreement.
- Utilities. Water is included in the rental arrangement. Electricity is the responsibility of the tenant, managed through individual credit purchases.
- Security and maintenance. 24/7 professional security and CCTV monitoring are provided. Property maintenance is managed by Star World Holdings. Tenants are responsible for maintaining the interior of their unit in good condition.
- Subletting. Subletting of any leased unit requires prior written consent from Star World Holdings.
- Early termination. Early termination conditions are governed by the individual lease agreement. Upfront payments are generally non-refundable unless otherwise agreed in writing.
Intellectual Property
All content on this Website, including but not limited to text, images, photographs, logos, graphics, division taglines, brand identity, and the overall visual design, is the intellectual property of Star World Holdings or its licensed content providers and is protected under applicable intellectual property laws.
You may not copy, reproduce, distribute, publish, display, modify, create derivative works from, or otherwise exploit any content from this Website without prior written permission from Star World Holdings.
The Star World Holdings name, logo, and all division names, taglines, and brand identifiers are the property of Star World Holdings. Clarita Boutique, its name, and associated branding are similarly protected. Unauthorised use of any of these marks is strictly prohibited.
The Website was developed by Prospares WebTech. Technical rights in the Website’s development are subject to a separate agreement between Star World Holdings and Prospares WebTech.

Limitation of Liability

- Loss of profit, revenue, data, or business opportunity arising from any service delay, cancellation, or non-performance caused by circumstances beyond our reasonable control
- Damage to goods, property, or third parties arising from incorrect information provided by the client when placing a service request
Where Star World Holdings is found to be liable for direct loss in connection with a specific service engagement, that liability shall not exceed the total value of fees paid by the client for the specific service giving rise to the claim.
Nothing in these Terms limits Star World Holdings’ liability for death or personal injury caused by negligence, or for any liability that cannot be excluded by law in Timor-Leste.

Governing Law & Dispute Resolution
These Terms and any disputes arising from or in connection with them, including disputes relating to service engagements, quotations, lease agreements, or Website use, shall be governed by and construed in accordance with the laws of the Democratic Republic of Timor-Leste.
In the event of a dispute between a client and Star World Holdings, the parties agree to first attempt to resolve the matter through good-faith negotiation. Either party may initiate this process by providing written notice of the dispute to the other party.
If the dispute cannot be resolved through negotiation within 30 days of written notice, either party may refer the matter to the competent courts or appropriate dispute resolution authority in Dili, Timor-Leste, in accordance with applicable Timorese law.
Changes to These Terms
Star World Holdings reserves the right to update or modify these Terms at any time. When changes are made, the updated Terms will be published on this page with a revised “Last Updated” date at the top of the document.
