Star World Holdings is a 100% Timorese-owned, privately held multi-sector enterprise registered and operating in Dili, Timor-Leste since November 2010. The company was built without external capital or institutional backing, grown entirely through reinvested profits, disciplined operations, and the consistent delivery of professional services to an expanding base of government, institutional, and private sector clients.

Today the company operates across six distinct business divisions spanning electrical infrastructure, procurement and supply, civil construction, logistics, commercial property, and mineral exploration, as well as Clarita Boutique, the company’s affiliated fashion and lifestyle enterprise. Each division holds its own government registrations, client relationships, and operational track record. Together they form a holding group that serves across virtually every sector of Timor-Leste’s economy.

Each division was established when operational capacity, market opportunity, and strategic timing aligned. From a dual-division founding year to a fully integrated holding group by 2024, the growth of Star World Holdings has been deliberate, disciplined, and entirely self-funded.

2010 · Founding Year

Electrical Installation Division

Star World, Unipessoal, Lda. is incorporated in Dili. The Electrical Installation division launches as the company’s founding core, EDTL-approved from year one, setting the professional and technical standard the entire enterprise would be built upon. It remains the flagship division today, with over 14 years of uninterrupted government and commercial delivery.

2010 · Same Year

Clarita Boutique

Clarita Boutique is co-founded in the same year as the company. Directed by Natacha Patrocinio Sarmento, it is Dili’s curated destination for women’s fashion and lifestyle, guided by three values: Elegance · Style · Confidence. Now in its fourteenth year of operation, Clarita has built a loyal client community in Dili, sourcing collections from England, Thailand, China, and Indonesia.

2012

Procurement & Supply Division

Just two years after founding, Star World formalizes its Procurement & Supply division, providing end-to-end sourcing, import management, and delivery for institutional and commercial clients. Regional sourcing spans Indonesia, Singapore, Australia, and China, with full customs clearance and delivery via the company’s own operational infrastructure.

2022

Construction Division · Tayang HSW, Lda.

Civil construction services are launched through registered subsidiary Tayang HSW, Lda., fully licensed with the Ministry of Public Works (MOP) and compliant with MPIE requirements. The division is structured for government tender eligibility from day one and actively bids on national civil infrastructure contracts. Completed works include erosion protection projects in Ainaro municipality.

2023

Logistics & Transport Division

Star World enters the freight and container logistics sector, establishing port-to-warehouse collection from Tibar Port, last-mile delivery across Dili and Timor-Leste, and real-time WPCargo container tracking. The division is the first locally-owned logistics operator in Timor-Leste to offer live shipment tracking to clients.

2023 · Same Year

Shophouse (Ruko) Leasing Division

Six professionally managed commercial units are launched at Rua Haburas Bairo Pite, Dom Aleixo, Dili. Each unit is 5m × 15m, delivered as an empty shell with water, 24/7 security, and CCTV included. All six units are fully rented from the date of opening. A waitlist is currently active for the next available unit.

2024

Mining Exploration Division & Holdings Restructure

The company formally restructures as Star World Holdings, a multi-division holding company with six fully operational business divisions. The Mining Exploration division launches simultaneously with active licenses for metallic and non-metallic mineral exploration and Block 4 marble exploration at Metinaru in joint venture with Gengo (Jakarta).

The Geologist Who Chose
to Build on Land.

Founder. CEO. Nation-builder. And the man who proved that the greatest resource Timor-Leste has ever had is not offshore, it is the conviction of its own people.

Some men are defined by the careers they choose. Antoninho Guterres Ximenes is defined by the one he walked away from.

Antoninho was born and raised in Timor-Leste, a country that had only recently won its independence from decades of occupation and was still deciding what it would become. He studied geology engineering, graduating in 2010 with expertise that made him exactly the kind of professional the international energy sector was eager to employ. And employ him they did.

His first position after graduation was as a Junior Geologist with ENI Timor-Leste, the Italian energy major operating the Kitan field, one of the most significant offshore petroleum projects in Timor Sea history, located 170 kilometres south of the coast at 350 metres depth in the Joint Petroleum Development Area. For a young Timorese geologist, being part of a team at that scale was not a small thing. It was, by most measures, the beginning of a prestigious international career.

Working inside one of the world’s most sophisticated oil and gas operations, Antoninho absorbed the operational discipline, documentation rigour, and systems thinking he would later embed in every Star World division. The offshore field shaped the onshore company.

But something would not let him settle. Working inside ENI’s operations, Antoninho saw clearly what Timor-Leste needed that no petroleum field could ever provide: a thriving, locally-owned private sector capable of employing its people, building its cities, and carrying the nation forward beyond the lifespan of its oil reserves. He saw sectors dominated by foreign companies. He saw Timorese talent working for foreign paycheques. And he saw a gap, not as a threat, but as an invitation.

He had already been building Star World on the side since 2010, running electrical installation projects after hours and on weekends, learning the discipline of running a business alongside the demands of his ENI role. By 2014, with his credibility established and his entrepreneurial instincts sharpened by four years at an international standard, Antoninho made his decision. He handed in his resignation, gave up the guaranteed salary, the international exposure, and the comfortable career trajectory, and chose Timor-Leste instead.

That humility is not performance. It is foundational. Antoninho is not a man who leads through authority, he leads through example, through presence, through a genuine investment in the growth of every person who works for him. Ask any member of the Star World team about their CEO and the answer will not be about contracts or corporate strategy. It will be about a man who shows up, who listens, who remembers your name and your family’s situation, and who treats every project with the same seriousness and care.

At the same time, Antoninho’s vision has never been confined to the boundaries of his own company. As the Acting President of ANJET, the National Association of Timorese Young Entrepreneurs, he spends significant time and energy creating the conditions for other young Timorese founders to succeed where he has succeeded. He uses his platform, his experience, and his credibility to create the opening for others that no one created for him. He has been to the mountain, and he is actively building the path so others can follow.

Star World Holdings’ team of forty to fifty professionals is not a human resources statistic. It is forty to fifty households in Dili, families paying school fees, meeting rent, putting food on the table, because Star World exists and continues to grow. Understanding this is essential to understanding why Antoninho leads the way he does. For him, every business decision is also a welfare decision.

The electrical division, the company’s founding heart, is staffed by 25 professionals, a deliberate mix of international technical specialists and local Timorese technicians who learn alongside them, building the local knowledge base that Timor-Leste will need long after any particular project is complete.

At Star World Holdings, training is not a compliance exercise. It is a competitive advantage.
