About Star World Holdings

Star World Holdings is a 100% Timorese-owned, multi-sector enterprise founded in Dili, Timor-Leste in November 2010 by geology engineer and entrepreneur Antoninho J. Guterres Ximenes.

The company operates across six distinct business divisions: Logistic & Transport, Electrical Installation, Construction, Mining Exploration, Shophouse (Ruko) Leasing, and Procurement & Supply. The company also operates Clarita Boutique, a curated women’s fashion and lifestyle destination, as part of the Star World family of businesses.

Over fourteen years of uninterrupted operation, Star World Holdings has grown from a single electrical installation company into one of the most credible and diversified locally-owned business groups in Timor-Leste, serving over 80 clients across government, energy, construction, retail, and commercial sectors.

Star World Holdings was founded in November 2010 by Antoninho J. Guterres Ximenes, a geology engineering graduate who went on to work as a Junior Geologist for ENI Timor-Leste at the Kitan offshore field (2011–2014) before resigning to build Star World full-time in 2014.

The company started as a single electrical installation business and has grown organically over fourteen years, adding new divisions by reinvesting profits and building capabilities one sector at a time.

Antoninho is also the Acting President of ANJET (National Association of Timorese Young Entrepreneurs), Honorary Member of CCI-TL, and President of AFTL, reflecting his broader commitment to the Timorese business ecosystem beyond Star World itself.

Our office is open Monday to Friday, 8:30am – 5:30pm, Saturday, 2:00pm – 5:30pm. We are closed on Sundays and Timor-Leste public holidays.

Star World Holdings currently employs 40–50 professionals across all six divisions:

Our Dili office is open during the following hours:

Logistics & Transport

Star World Holdings provides a comprehensive range of freight and logistics services, including:

  • Port-to-warehouse container collection — gate-pass management, customs documentation, and onward transport from Tibar Port
  • Container transport — 20ft and 40ft containers, loaded and empty returns
  • Last-mile delivery — door-to-door delivery across Dili and Timor-Leste’s municipalities
  • Construction and building material freight — structural steel, machinery, heavy equipment
  • Energy and industrial cargo — lubricants, generators, electrical equipment
  • FMCG, food and beverage logistics — time-sensitive and temperature-critical goods

Star World Holdings operates Timor-Leste’s first real-time container tracking system provided by a locally-owned logistics company, powered by WPCargo.

When you book a container collection or delivery with us, you will receive a unique tracking number. You can use this number to check your shipment’s live status at any time, from any device, via the tracking tool on our website or a direct tracking link.

Our primary operations are centred on Tibar Port and delivery across Dili. We also provide last-mile delivery to destinations across Timor-Leste’s municipalities where required.

All deliveries outside Dili are coordinated on a job-by-job basis. Contact our team with your delivery location and we will confirm availability, routing, and pricing.

We handle both standard 20-feet (20ft) and 40-feet (40ft) containers, loaded and empty returns, with correctly equipped fleet vehicles, full load securement protocols, and experienced drivers who know Tibar Port’s operational standards and documentation requirements.

Weight compliance and road permit management are included where required for oversized or overweight loads.

Typically, clients are required to provide a valid gate pass, Bill of Lading (B/L) or delivery order, and customs release documentation confirming that duties and clearance have been completed prior to collection.

Our team is experienced with Tibar Port’s complete documentation and gate-pass requirements. If you are unsure what documentation you need, contact us before your container arrives and we will advise you step by step.

Star World Holdings manages all port-side coordination on your behalf, including gate-pass submission, container inspection, and collection confirmation, so your team doesn’t have to navigate the port process directly.

Electrical Installation

  • High Voltage (HV) line installation — overhead and underground transmission lines to EDTL specification

Yes. Star World Holdings’ Electrical Installation division is an EDTL (Eletricidade de Timor-Leste) approved contractor, a certification maintained continuously for over 16 years.

All electrical installations are designed, constructed, and tested to comply with EDTL’s technical specifications and Timor-Leste’s national electrical standards. Every installation is signed off by a qualified engineer prior to commissioning and client handover, with full as-built documentation provided.

Our Electrical Installation division has delivered certified projects for some of Timor-Leste’s most demanding institutional clients, including:

  • EDTL / Ministry of Public Works (MOP) — grid infrastructure, substations, LV distribution
  • SECOOP and Timor Gap — petroleum and maritime sector installations
  • ETO Tower — landmark commercial tower electrical infrastructure

The Electrical Installation division is staffed by 25 certified professionals, a deliberate mix of international technical specialists (who set the technical benchmark and work to international standards) and Timorese technicians who work alongside them, building the national technical capacity that Timor-Leste needs for decades ahead.

All personnel are certified and trained for their specific scope of work. Projects are signed off by a qualified engineer prior to energisation and client handover.

Yes. Our team has the certification, equipment, and engineering experience to work across the full project spectrum, from small commercial LV installations to high-voltage government infrastructure projects requiring HV engineering capability.

Most local electrical contractors in Timor-Leste operate only in the low-voltage residential and commercial space. Star World Holdings’ team is certified and equipped to work at high-voltage infrastructure level, which opens the most technically demanding and highest-value project categories available in the market.

Construction

  • Tayang HSW, Lda is a registered construction subsidiary of Star World Holdings. It is a separately incorporated legal entity established to operate the construction division, providing a dedicated contractor identity for government tenders, civil project bids, and construction contracts that require their own company registration.

    Tayang HSW, Lda is fully registered with the Ministry of Public Works (MOP) and compliant with MPIE (Ministry of Planning and Investment) requirements, making it eligible to tender for and execute government-funded civil works projects across Timor-Leste.

  • Erosion protection — bronjong (gabion basket) structures, retaining walls, river bank stabilisation
  • Government-contracted civil works — MOP-registered, fully licensed for public infrastructure delivery
  • Retaining walls and structural works — reinforced concrete and masonry for hillside stabilisation and flood mitigation
  • Road works and drainage — access roads, culverts, storm water channels
  • Site preparation and earthworks — land clearing, grading, cut-and-fill, compaction
  • Commercial and institutional building works — civil and structural construction for commercial and community facilities

Yes. Tayang HSW, Lda is fully registered with the Ministry of Public Works (MOP) and licensed by MPIE, meaning the company is authorized and eligible to tender, bid, and execute government-funded civil works contracts at the national level.

Star World Holdings’ construction leadership is backed by the founder’s geology engineering background, which provides a technical depth in terrain analysis, subsurface conditions, drainage hydrology, and material behavior that most Timorese contractors simply cannot match. Antoninho’s four years working on the ENI Kitan offshore field further reinforced the operational discipline, documentation rigour, and project management methodology that Star World applies to every construction engagement.

When we approach an erosion protection project, a retaining wall, or a road earthworks contract, we are not working from general construction knowledge alone. We are working from a geology-informed understanding of why the terrain behaves the way it does, and what is needed to build something that genuinely lasts.

Mining Exploration

  • Yes. Star World Holdings holds active licenses for both metallic and non-metallic mineral exploration in Timor-Leste, issued under the country’s mineral resources regulatory framework.

    Current exploration activity is focused on Block 4 marble exploration at Metinaru, in active joint venture with Genco (Jakarta-based mineral exploration partner). The company is also actively participating in Government of Timor-Leste mineral block bidding rounds as new blocks are released for exploration.

This is an entirely logical progression for Star World Holdings, because our founder, Antoninho J. Guterres Ximenes, is a trained geology engineer. He graduated with a geology engineering degree in 2010 and subsequently worked as a Junior Geologist for ENI Timor-Leste at the Kitan offshore field (2011–2014), one of the Timor Sea’s most technically demanding petroleum projects.

The Mining division is not a diversification by opportunism. It is a return to the founder’s technical roots, with fourteen years of operational business experience, established government relationships, and an active exploration license behind it.

When Star World Holdings bids on a mineral block, our founder reads the geological data himself. That is a technical edge no external consultancy can replicate.

A dedicated standalone website for Star World Holdings Mining Exploration is currently in development, designed specifically for mineral exploration partners, institutional investors, and government stakeholders. Shophouse Leasing

Star World Holdings manages a portfolio of six (6) professional shophouse commercial units, established in 2023, located at Rua Haburas Bairo Pite, Dom Aleixo, Dili.

Each unit has the following specifications:

    • Dimensions: 5 metres wide × 15 metres deep
    • Total floor area: 75 m² per unit
    • Condition at handover: Empty shell, clean, structurally complete, ready for tenant fit-out
    • Water: Included in the rental arrangement
    • Electricity: Tenant-managed (own credits)
    • Security: 24/7 professional security and CCTV
    • Parking: Dedicated on-site parking available
    • Maintenance: Managed directly by Star World Holdings

All six units are currently fully occupied, a clear signal of strong market demand and the quality of the commercial environment Star World Holdings has built.

Star World Holdings offers both short-term and long-term leasing arrangements, tailored to the operational requirements of each tenant. The specific lease structure is confirmed at the contract stage.

A minimum 3 months upfront payment is required at the time of signing to confirm and secure the unit.

Yes. Rental rates are subject to a structured increase of USD 100 per unit after every completed 3-year leasing cycle. This incremental pricing policy is communicated transparently at the contract stage, so every tenant knows their rental trajectory from day one and can budget accordingly.

This approach supports sustainable property maintenance, quality of service, and long-term investment value, while giving tenants the financial predictability they need to plan their business operations confidently.

Included in the rental arrangement:

  • Water utilities (no separate water billing)
  • 24/7 professional security and CCTV monitoring
  • Dedicated on-site parking
  • Property maintenance (managed directly by Star World Holdings)

Managed separately by tenants:

  • Electricity (each tenant purchases their own electricity credits, giving full control over energy usage and costs)
  • Interior fit-out (units are handed over as empty shells, tenants design and build their own interiors)

The 5m × 15m (75 m²) footprint and empty-shell handover makes these units suitable for a wide range of business types, including:

Yes. The commercial complex is covered by 24/7 CCTV monitoring in addition to on-site professional security personnel, providing round-the-clock protection for all tenants, their stock, equipment, and business assets.

Both CCTV and security are included in the rental arrangement at no additional cost to tenants.

It means Star World Holdings manages the complete supply chain cycle on your behalf, from the moment you share a requirement to the moment the goods arrive at your address. This includes:

No. Star World Holdings has a regional and international supplier network spanning Indonesia, Singapore, Australia, China, and beyond, for materials, equipment, and goods that are not available or not competitively priced in Dili’s local market.

This regional sourcing capability, combined with our own import logistics and customs clearance capability at Tibar Port, gives clients a significant price and lead-time advantage over sourcing independently through multiple agents.

Yes. The Procurement & Supply division serves government agencies, NGOs, commercial businesses, and construction and development companies across Timor-Leste.

For institutional and government clients, we provide full documentation at every stage, purchase orders, supplier confirmations, quality inspection reports, customs receipts, and delivery confirmations, giving you a complete and clean audit trail that meets public procurement compliance requirements.
